- A subject of Nepal.
- A subject of Bhutan.
- A Tibetan refugee who came to India before 1st January 1962, to permanently settle in the country.
- A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, or any East African country, including Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam, with the intent to permanently settle in India.
