PM UDAY Full Form & Registration Aims and objectives of the scheme

PM UDAY was founded with the goal of providing affordable and accessible power to everyone, 24 hours a day, seven days a week. It is a significant step forward in the Power industry, which has seen a succession of historic advances across the whole value chain, from fuel supply to generation, transmission, and consumption, over the years.

UDAY ensures the growth of lively and efficient DISCOMs by permanently resolving the sector’s past and potential future challenges. It gives DISCOMs the chance to break even in the next two to three years.

The aims of the UDAY scheme will be observed through these of the four initiatives:

Improving DISCOMs’ operational efficiencies

The average AT&C loss will be reduced through operational efficiency enhancements such as mandatory smart metering, transformer upgrades, and metre upgrades, as well as energy efficiency initiatives such as efficient LED lamps, agricultural pumps, fans, and air conditioners.

Lowering DISCOMs’ power costs

Increased domestic coal supply, coal linkage rationalisation, liberal coal swaps from inefficient to efficient plants, coal price rationalisation based on GCV (Gross Calorific Value), availability of washed and crushed coal, and speedier transmission line completion all contribute to reducing power prices.

Lowering DISCOMs’ interest costs

States issue non-SLR bonds, including SDL bonds, on the market or directly to the banks / financial institutions (FIs) that hold the DISCOM debt to the appropriate amount applicable.

Enforcing financial discipline on DISCOMs through alignment with State budgets

DISCOMs’ financial liabilities are contingent liabilities of the individual States and must be treated as such. DISCOM debt is de facto state borrowing that is not included in de jure borrowing. Credit rating firms and multilateral agencies, on the other hand, are aware of this de facto debt in their assessments.

Further provisions for spreading the financial load on states over three years will provide states more freedom in handling interest payments on the debts they have taken over in the first few years, within their existing fiscal space.
