Autonomous District Councils (ADCs) In News?

  • Several civil society leaders in Ladakh are demanding that the UT be included in the sixth schedule of the Article 244 of the Indian Constitution which ensures the overall socio-economic development of the region which houses a predominantly tribal population.
  • Since the special status of the former State of Jammu and Kashmir under Article 370 of the Constitution was removed by Parliament in 2019, civil society organizations in Ladakh have been calling for the protection of land, resources, and jobs.

About Autonomous District Councils (ADCs)

  • The Sixth Schedule under Article 244 of the Indian Constitution provides for the formation of autonomous administrative regions called Autonomous District Councils (ADCs).
  • These have some autonomy on legislative, judicial, and administrative matters within a state.
  • ADCs have up to 30 members with a term of five years, and can make laws, rules and regulations with regard to land, forest, water, agriculture, village councils, health, sanitation, village- and town-level policing, etc.
  • Currently, it applies to the Northeastern states of Assam, Meghalaya, Mizoram (three Councils each), and Tripura (one Council).

About Ladakh Autonomous Hill Development Council (LAHDC)

  • The Ladakh Autonomous Hill Development Council (LAHDC), Leh is an autonomous district council that administers the Leh district of Ladakh.
  • The council was created under the Ladakh Autonomous Hill Development Council Act of 1995.
  • The council came into being after holding the first elections on August 28, 1995.
  • The Hill Council is endeavoring to register prompt monitoring of the developmental works by ensuring transparency and accountability in the district administration.
  • Work plans are being made at the grass root level taking the Councilors, Panches and Sarpanches into confidence and are further reviewed at the Block Headquarters in the presence of the Chief Executive Councilor and Executive Councilors.

  • Jal Jan Abhiyan will be run across the country for eight months jointly by the Brahma Kumaris Institute and the Ministry of Jal Shakti, Government of India.

Shinku La tunnel

Shinku La tunnel In News?

  • The Cabinet Committee on Security (CCS) on February 15, 2023, approved the Shinku La tunnel for Ladakh area which will provide all-weather connectivity to the Ladakh region with the entire country.
  • By 2025, a 4.1-km Shinku La tunnel will be constructed on the Nimu-Padam-Darcha road link to provide all-weather connectivity to the border areas of Ladakh.

Key Benefits of Shinku La tunnel

  • Shinku La tunnel project is very important as far as the security and safety of the country is concerned
  • It will help in the movement of our security forces in that region.
  • The Shinku La tunnel project is a significant step in terms of security perspective as Nimu in Ladakh is close to Kargil as well as Leh and will help the armed forces in quicker deployment of forces and equipment in the region if there is any tense situation.
  • The Shinkun La tunnel will also help connect the Ladakh area, especialy the Zanskar valley, with the entire country.

Other Important Tunnels In The Region

Atal Tunnel: The Atal tunnel links Manali to Leh and provides all-weather connectivity throughout the year.

Zojila Tunnel: Another tunnel which is under construction is the Zojila tunnel on the Srinagar-Kargil-Leh national highway which will be dedicated soon.

  • On Feb. 16, 2023, PM Modi will inaugurate the National Tribal Festival ‘Aadi Mahotsav’ at Major Dhyan Chand National Stadium in New Delhi.
  • The Aadi Mahotsav, which celebrates the spirit of tribal culture, crafts, cuisine, commerce and traditional art, is an annual initiative of the Tribal Cooperative Marketing Development Federation Limited (TRIFED) under the Ministry of Tribal Affairs.
  • Theme: This year’s Aadi Mahotsav event has been arranged around the theme of “A Celebration of Crafts, Culture, Cuisine and Commerce”.
