On March 20, 2023, the Principal Scientific Adviser (PSA) to the Government of India, Prof. Ajay Kumar Sood, paid a visit to the Bhogal Market area in South Delhi to observe the DM-80 Drain Master in action. The DM-80 Drain Master is a self-propelled amphibious excavator developed by M/s Cleantec Infra Pvt Ltd, and it is being used for cleaning and desilting the Barapullah drain as part of the Waste to Wealth Mission under the Office of the PSA to the Government of India.

Waste to Wealth Mission

The Waste to Wealth Mission is being led by the Office of Principal Scientific Advisor to the Government of India (O/o PSA).

• The objective of Waste to Wealth Mission is to enhance the waste management system in the country by showcasing inventive solutions and models to attain a zero landfill and zero waste nation.
• The mission aims to reinforce the Swachh Bharat Mission and Smart Cities Project by using science, technology, and innovation.

Swachhta Saarthi Fellowship under Waste to Wealth Mission

The “Waste to Wealth” Mission of the Office of the Principal Scientific Adviser to the Government of India has launched a call for applications for the Swachhta Saarthi Fellowship. The fellowship aims to recognize and support students, community workers/self-help groups, and municipal/sanitary workers who are actively engaged in scientifically and sustainably managing waste in their communities. This initiative is designed to empower young innovators who are involved in waste management/awareness campaigns/waste surveys/studies, etc., as Swachhta Saarthis to implement actions that reduce waste and promote a greener planet. The fellowships are categorized into three groups as follows:

• Category-A: Open to students in 9th to 12th grades.
• Category-B: Open to college students (undergraduate, graduate, and research students).
• Category-C: Open to citizens working in the community and through self-help groups, municipal or sanitary workers.

The Heal in India program is a government initiative aimed at boosting medical tourism within the country. To achieve this goal, the Ministry of Health and Family Welfare and the Ministry of Ayush are collaborating with the Centre for Development of Advanced Computing and the Services Export Promotion Council. Together, they are developing a one-stop Heal in India portal that will promote medical value travel.

Initiatives to promote AYUSH Treatment

The Ministry of Ayush has partnered with the India Tourism Development Corporation, which falls under the Ministry of Tourism, to collaborate on promoting Medical Value Travel in Ayurveda and other traditional systems of medicine.

• National strategy and roadmap for Medical and Wellness Tourism: the Ministry of Tourism has developed a National strategy and roadmap for Medical and Wellness Tourism.
  • It involves various government bodies such as the Ministry of Ayush, Ministry of Health and Family Welfare, Ministry of Commerce, Ministry of External Affairs, and Ministry of Civil Aviation.
• Champion Service Sector Scheme for Medical Value Travel: Under this, private investors can receive financial assistance in the form of Interest Subsidy for the establishment of Super Specialty Hospitals/Day Care Centers that offer the systems recognized under National Commission for Indian System of Medicine (NCISM) Act, 2020, or National Commission for Homeopathy (NCH) Act, 2020 during FY 2021-22.
  • Champion Service Sector Scheme for Medical Value Travel is a Central Sector Scheme developed by the Ministry of Ayush.
• Chintan Shivir events: The Ministry of Health and Family Welfare organized Chintan Shivir events for couples to promote both Heal in India and Heal by India initiatives.
  • The Ministry of Ayush also took part in these events, during which action points were identified to promote traditional medicine in India through tourism.

The Department of Administrative Reforms and Public Grievances (DARPG) has been releasing monthly reports on “Secretariat Reforms” in accordance with the decisions made during the National workshop held on December 23, 2022.

3^rd Secretariat Reforms Report Highlights

Following are the key highlights of the 3^rd Secretariat Reforms Report released for the Month of February 2023-

• In February 2023, the Department of Sports, Department of Legal Affairs, and Department of Animal Husbandry & Dairying were added to the list of 45 Ministries/Departments that have been fully delayered.
• Additionally, all 75 Ministries/Departments that were designated for e-Office 7.0 migration have successfully adopted this system, with the Ministry of Tribal Affairs, Department of Commerce, and Ministry of Cooperation being the latest to migrate in February 2023.
• The percentage of e-Files has also shown improvement, increasing to 89.66% in February 2023, compared to 89.24% in January 2023 and 83.57% in March 2022.
