G20 India’s 3rd ECSWG Meeting: The Environment and Climate Sustainability Group (ECSWG) under India’s G20 Presidency aims to enhance cooperation among the G20 nations to develop state of the art solutions for sustainable management of oceans and marine biodiversity conservation. The G20 India’s 3rd ECSWG Meeting is also important for UPSC Prelims Exam and UPSC Mains Exam (GS Paper 2- International Relations, International Groupings having India as a member or affecting India’s Interests).

Recently, the conclusion of the 3rd Environment and Climate Sustainability Working Group (ECSWG) meeting took place in Mumbai during India’s G20 Presidency.

Under India’s G20 Presidency, the Environment and Climate Sustainability Group (ECSWG) seeks to foster collaboration among G20 countries in order to create advanced solutions for the sustainable management of oceans and the conservation of marine biodiversity. The meetings have consistently emphasized the urgent requirement for collective global endeavors and immediate action to address the present circumstances.

  • Participation: Over the course of three days, the G20 India’s 3rd Environment and Climate Sustainability Working Group (ECSWG) meeting saw the active involvement of 141 delegates from G20 nations and 10 invitee countries.
    • Additionally, representatives from 14 international and regional organizations were present to partake in the deliberations held during this period.
  • Mandate: The primary agenda of the 3rd ECSWG meeting was the detailed discussions on the draft Ministerial Communique and entailed constructive discussions and deliberations on priority areas.
  • Priority Areas: The 3 priories outlined for the ECSWG were-
    • Arresting land degradation,
    • Promoting circular economy and
    • Giving impetus to blue economy.
  • Focus on Blue Economy: The  3rd ECSWG,  focussed on Blue Economy and was supported by two side events-
    • Mega Beach Clean Up Event and
    • Ocean 20 Dialogue.
  • Significance: The third meeting of the ECSWG plays a crucial role in advancing the endeavors of G20 nations, invitee countries, and international organizations towards a future that is sustainable and resilient.
    • The Ministry of Environment, Forest and Climate Change is dedicated to collaborating with all stakeholders to deliver significant outcomes in each priority area and strive towards a sustainable and resilient future for everyone.

G20 Mega Beach Clean Up Campaign Details

The G20 Mega Beach Clean Up Campaign event served as a platform to emphasize the global dedication towards the conservation of coastal and marine ecosystems.

  • Objective: The purpose of the Mega Beach Clean Up event was to sensitize and raise awareness about the impact of marine waste on the environment and encourage the people to take action for preventing the same.
    • The importance of individual efforts and community participation in mitigating this environmental challenge was highlighted through this event.
  • Venue: G20 Mega Beach Clean Up Campaign 2023 was organized at 37 locations across the country.
  • Part of G20 India 3rd ECSWG Meet: The Mega Beach Clean Up event kicked off the third meeting of the Environment and Climate Sustainability Working Group meeting which is taking place in Mumbai from 21st to 23rd of May, 2023.

Ocean 20 Dialogue

The Ocean 20 Dialogue convened a diverse group consisting of global experts, innovators, community representatives, policymakers, and industry leaders. The purpose of this gathering was to facilitate discussions on various aspects, including emerging science-technology-innovation-driven solutions, challenges related to effective and inclusive policy and governance, and the establishment of finance mechanisms to support national and regional Blue Economy initiatives.

G20 India’s 3rd ECSWG Meeting Outcome

Picking up the thread from the Focus Group Discussions which had been conducted by the Indian Presidency over the past three weeks across all the three thematic priorities, the discussions were conducted with a steadfast resolve of being collaborative and inclusive.

  • During the 3rd ECSWG meeting, the main focus was on conducting detailed discussions regarding the draft Ministerial Communique.
  • The G20 India’s 3rd ECSWG meeting involved constructive deliberations and conversations on priority areas.
  • The outcome documents were thoroughly reviewed, and member countries presented their individual perspectives on a line-by-line basis

Conclusion

The 3rd ECSWG meeting ended on a discussion mode on the Communique, to be further deliberated upon and refined in the virtual meetings scheduled over the next few weeks, as a run up to the 4th  and final ECSWG meeting to be held in Chennai from 26th to 27th July, with the Minister’s meet on 28th July, 2023.
