Samarthya’ under ‘Mission Shakti” UPSC Relevance
Hub for Empowerment of Women (HEW): It is an initiative for women empowerment under Samarthya scheme of the government.

- The Government is setting up Hub for Empowerment of Women (HEW) at National, State and District levels under ‘Samarthya’ sub-scheme of ‘Mission Shakti.
- Mission Shakti is an Umbrella Scheme for safety, security and empowerment of women.
Hub for Empowerment of Women (HEW)
- About: District Hub for Empowerment of Women under Mahila Shakti Kendra (MSK) is envisaged to work at various levels.
- National level (domain based knowledge support) and State level (State Resource Centre for Women) structures will provide technical support to the respective governments on issues related to women.
- Aim: Hub for Empowerment of Women (HEW) aim to facilitate women’s access to various institutional and schematic set ups for information dissemination and availing services pertaining to-
- Healthcare,
- Quality education,
- Career and vocational counseling/ training,
- Financial inclusion,
- Entrepreneurship,
- Backward and forward linkages,
- Health and safety for workers,
- Social security and
- Digital literacy etc.
- Awareness programs by HEW on:
- Different women Centric Schemes which are functional in District Kulgam.
- Domestic Violence.
- Dowery Prohibition.
- Child Marriage.
- Immoral Trafficking.
- Sexual Harassment of Women at work Place.
- Women and Child Rights.
- Women empowerment.
- Significance: Hub for Empowerment of Women under Mahila Shakti Kendra (MSK)is expected toi inspire and motivate women to:
- Transcend the limits of traditional boundaries imposed on them and explore goals that stretch them to new possibilities.
- Expand their capability to their highest level of personal and professional excellence in whatever life or work roles they choose.
- To motive the women to face the challenges.

What is Mission Shakti?
- ‘Mission Shakti’ has been launched as an umbrella scheme for the safety, security and empowerment of women for implementation during the 15thFinance Commission period 202l-22 to 2025-26.
Key Objectives of Mission Shakti
- ‘Mission Shakti’ is a scheme in mission mode aimed at strengthening interventions for women safety, security and empowerment.
- It seeks to realise the Government’s commitment for “women-led development‟ by addressing issues affecting women on a life-cycle continuum basis and by making them equal partners in nation-building through convergence and citizen-ownership.
- The scheme seeks to make women economically empowered, exercising free choice over their minds and bodies in an atmosphere free from violence and threat.
- It also seeks to reduce the care burden on women and increase female labour force participation by promoting skill development, capacity building, financial literacy, access to micro-credit etc.

Components of Mission Shakti- Sambal and Samarthya
- Mission Shakti Components: ‘Mission Shakti’ has two sub-schemes –
- ‘Sambal‘ and
- ‘Samarthya‘.
- While the “Sambal” sub-scheme is for safety and security of women, the “Samarthya” sub-scheme is for empowerment of women.
- ‘Sambal‘: The components of ‘Sambal‘ sub-scheme consist of erstwhile schemes of-
- One Stop Centre (OSC),
- Women Helpline (WHL),
- Beti Bachao Beti Padhao (BBBP)
- Nari Adalats – women’s collectives to promote and facilitate alternative dispute resolution and gender justice in society and within families.
- ‘Samarthya‘: The components of ‘Samarthya‘ sub-scheme consist of erstwhile schemes of Ujjwala, Swadhar Greh and Working Women Hostel have been included with modifications.
- In addition, the existing schemes of National Creche Scheme for children of working mothers and Pradhan Mantri Matru Vandana Yojana (PMMVY) under umbrella ICDS have now been included in Samarthya.
- A new component of Gap Funding for Economic Empowerment has also been added in the Samarthya Scheme.
- Hub for Empowerment of Women (HEW) are also being set up at National, State and District levels under ‘Samarthya’ sub-scheme.
