Implementation of PM-Kisan Samman Nidhi Yojana: The implementation of this scheme has facilitated direct income support to farmers across India. Through timely disbursement of funds, it aims to enhance the financial security of small and marginal farmers. The scheme has streamlined agricultural support mechanisms, contributing to rural welfare and agricultural sustainability.

Implementation of PM-KISAN Yojana

The government has taken many steps for the successful implementation of PM-KISAN in all States/UTs of the country, some of which are as follows-

• Launching of PM-KISAN portal for uploading of farmers’ data by respective State/UT Governments and first-level verification thereof.
• Integration of the PM-KISAN portal with UIDAI, PFMS, Income tax portal and Pensioners & Employee Record for validation/weeding out of ineligible beneficiaries, and NTRP portal for a refund of the amount by ineligible beneficiaries.
• Launching of Farmers’ Corner on PM-KISAN portal where farmers can register themselves, check their status of benefit transfer, edit Aadhaar details, etc. Farmers can avail all of these facilities through CSCs as well.
• Launching of PM-KISAN app to provide all functionalities of farmers’ corner of PM-KISAN portal.
• Introduction of various verification exercises like physical verification, e-KYC, etc. to ensure that benefits are transferred to eligible farmers only.
• Launching of recovery mechanism for recovering money from ineligible beneficiaries of PM-KISAN.
• Regular holding of Video Conferences with States/UTs to resolve their technical and policy issues if any.
• Devising special interventions wherever needed, like in Jharkhand, Manipur, Nagaland, and Meghalaya.
• Setting up a Project Monitoring Unit at the central level, namely the National Farmers Welfare Program Implementation Society for the smooth implementation of PM-KISAN.

• Background: The PM-KISAN Scheme was launched by the Prime Minister in 2019 to provide financial assistance to small and marginal farmers.
• About: Under the PM-KISAN scheme, a financial benefit of Rs. 6000/- per year is provided to the eligible beneficiary farmer families, payable in three equal 4-monthly instalments of Rs.2000/- each.
• Funding: PM-KISAN is a Central Sector Scheme with 100% funding from the Government of India.
• Implementation: The PM-KISAN Scheme is being implemented by the Ministry of Agriculture and Farmers Welfare, Government of India.
• Identification of Beneficiaries: Under PM-KISAN, the State / UT Governments are entrusted with the responsibility of identification of beneficiary farmer families.

PM-KISAN Scheme- Key Objectives

The Pradhan Mantri Kisan Samman Nidhi Yojana is run by the Government of India as a central sector scheme. It aims to increase the income of small and marginal farmers. Here are the main goals of the PM-KISAN scheme:

• Give income support to all eligible land-holding farmers and their families.
• Help farmers financially in buying necessary inputs for better crop health and yields.
• Plan to extend PM-KISAN coverage to about 14.5 crore beneficiaries.
• Aim to include around 2 crores more farmers.
• Estimated expenditure of Rs. 87,217.50 crores to be funded by the Central Government.

• Direct transfer of funds: The scheme offers the advantage of directly transferring funds to beneficiaries. On December 25, 2020, Rs.18,000 crore were directly transferred to the bank accounts of 9 crore farmers in the presence of PM Narendra Modi.
• Digital records: All farmer-related records are officially registered on a digital platform, simplifying registration and fund transfers. This digitalization has rejuvenated the welfare scheme.
• Eased liquidity constraints: The scheme helps ease liquidity constraints for farmers.
• Modernization of agriculture: PM-KISAN yojana is a significant step towards the government’s efforts to modernize agriculture.
• Non-discriminatory beneficiary selection: There is no discrimination in selecting PM-KISAN beneficiaries

Eligibility to avail Benefits under PM-KISAN scheme

Here are the categories of beneficiaries who are not eligible for benefits under the Pradhan Mantri Kisan Samman Nidhi Yojana:

• Institutional land-holders.
• Farmers or family members falling under the following categories:
  -Former and present holders of constitutional posts
  -Former and present Ministers/ State Ministers
  -Former or present members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils
  -Former and present Mayors of Municipal Corporations
  -Former and present Chairpersons of District Panchayats
• Serving or retired officers as well as employees under Central/ State Government Ministries /Offices/Departments.
• Retired pensioners receive a monthly pension of Rs.10,000/- or more, falling under the above categories.
• Individuals who paid income tax in the last assessment year.
• Professionals such as Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies and practising their professions.

Farmers eligible for the scheme must provide the following documents for verification:

• Citizenship certificate
• Landholding documents
• Aadhaar card
• Bank account information
