NCSC full form

NCSC stands for “National Commission for Scheduled Castes.” It is a constitutional body in India that works to safeguard and promote the rights and interests of Scheduled Castes (SC), also known as Dalits. The commission was established with the aim of addressing issues related to social, educational, and economic empowerment, as well as protection against discrimination and atrocities faced by Scheduled Castes in the country. The NCSC monitors the implementation of various constitutional and legal safeguards for Scheduled Castes and recommends measures to ensure their welfare and advancement.

National Commission for Scheduled Castes

The NCSC was established in 1990 under the National Commission for Scheduled Castes and Scheduled Tribes Act, 1990. The Act was passed by the Parliament of India to provide for the establishment of a National Commission for Scheduled Castes and a National Commission for Scheduled Tribes to safeguard the interests of SCs and STs and to ensure their protection from social, economic, and educational backwardness. The NCSC has its headquarters in New Delhi and has regional offices in all the states and union territories of India. The Commission is headed by a Chairperson who is assisted by two Vice-Chairpersons and a number of other members. The NCSC has played a significant role in safeguarding the interests of SCs and ensuring their protection from social, economic, and educational backwardness.

The Commission has taken up a number of cases of violation of the rights of SCs and has recommended measures for their protection. The NCSC has also monitored the implementation of various schemes and programs for the welfare of SCs and has advised the government on matters relating to the welfare of SCs. The NCSC has also undertaken studies and research on issues relating to the welfare of SCs and has published reports and other materials on these issues. The NCSC is an important institution for the protection of the rights and interests of SCs in India. The Commission has played a significant role in improving the lives of SCs and has helped to bring about positive changes in their social, economic, and educational status.

Chairman of NCSC

The current Chairman of the National Commission for Scheduled Castes (NCSC) is Vijay Sampla. He was appointed by the President of India, Ram Nath Kovind, on September 27, 2022. Sampla is a member of the Bharatiya Janata Party (BJP) and has served in various ministerial positions in the Government of India. He is the first Dalit to be appointed as the Chairman of the NCSC.

Sampla, born in 1957 in Punjab’s Rampura Phul, emerged as a student leader before leading Punjab University Students’ Union in 1980. His political journey included the Punjab BJP presidency (1998-2000) and ministerial roles in India, including Social Justice and Empowerment, Food Processing Industries, and Railways.

He also served as Uttarakhand’s Governor (2017-2022). As NCSC Chairman, Sampla prioritizes Scheduled Castes’ welfare and safeguarding their rights. He’s committed to enforcing the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and advocating for SCs’ education and employment reservations, aiming for a more equal society.

Objectives of the National Commission for Scheduled Castes

NCSC: The NCSC has the following objectives.

• To investigate all matters relating to the safeguards provided for the SCs under the Constitution and other laws;
• To take up cases of violation of the rights of SCs and to recommend measures for their protection;
• To monitor the implementation of various schemes and programs for the welfare of SCs;
• To advise the government on matters relating to the welfare of SCs;
• To undertake studies and research on issues relating to the welfare of SCs; and
• To publish reports and other materials on issues relating to the welfare of SCs.

Function of National Commission for Scheduled Castes

The National Commission for Scheduled Castes (NCSC) is tasked with several important functions to safeguard the rights and interests of Scheduled Castes (SC) in India:

• Safeguarding Rights: The NCSC ensures that the rights and safeguards provided to Scheduled Castes under the Constitution of India and various laws are upheld and protected.
• Monitoring Implementation: The commission monitors the effective implementation of policies, programs, and constitutional provisions intended for the welfare and development of Scheduled Castes.
• Investigating Grievances: NCSC investigates complaints and grievances related to deprivation of rights, discrimination, atrocities, and violations of SCs’ rights. It takes necessary actions to address these issues.
• Promoting Social Justice: The commission works to promote social justice by addressing issues related to untouchability, caste-based discrimination, and other forms of social and economic injustices faced by Scheduled Castes.
• Reviewing Laws: It reviews and recommends amendments to existing laws and legislations that pertain to Scheduled Castes, aiming to improve their effectiveness and impact.
• Studying Socio-Economic Conditions: NCSC studies the socio-economic conditions of Scheduled Castes and recommends measures to uplift their living standards and quality of life.
• Monitoring Reservations: The commission monitors the reservation policy for Scheduled Castes in educational institutions, government jobs, and other sectors to ensure its proper implementation.
• Creating Awareness: NCSC engages in awareness campaigns to sensitize the public and authorities about the rights and issues of Scheduled Castes, promoting inclusivity and equality.
• Advocacy and Policy Recommendations: It advocates for policy changes and recommendations to address challenges faced by Scheduled Castes, focusing on their education, employment, and overall empowerment.
• Legal Support: The commission provides legal support and assistance to Scheduled Castes who are victims of discrimination, harassment, or atrocity
