Indian Parliamentary Forums

Parliamentary forums are established to provide a platform for members to have interaction with the ministries for discussion on critical issues in the development of the country, these forums help to achieve results more swiftly. In this article we have curated the UPSC notes for parliamentary forums and by end of this article we will be able to understand about the objectives and functions of the parliament forums from UPSC prelims and mains GS 2 perspective.

Establishment of the Parliamentary Forums

  • The first parliamentary forum was established in the year 2005.
  • The first was parliamentary forum on water conservation and management.
  • Later, 7 more forums were established and now we have total 8 parliamentary forums.

8 Parliamentary Forums

Here is the list of all 8 Parliamentary Forums :

  1. Parliamentary Forum on Water Conservation and Management (2005)
  2. Parliamentary Forum on Youth (2006)
  3. Parliamentary Forum on Children (2006)
  4. Parliamentary Forum on Population and Public Health (2006)
  5. Parliamentary Forum on Global Warming and Climate Change (2008)
  6. Parliamentary Forum on Disaster Management (2011)
  7. Parliamentary Forum on Artisans and Crafts-people (2013)
  8. Parliamentary Forum on Millennium Development Goals (2013)

Composition of the Parliamentary Forums

  • Before studying the objectives and the functions of the parliamentary forum, let’s take a look at the composition of the parliamentary forum –
    • Speaker is ex-officio president of all parliamentary forum except for the parliamentary forum on population and public health.
    • Chairman of Rajya Sabha is the ex-officio president of parliamentary forum on population and public health.
    • Each forum consist of maximum 31 members(excluding the president, co-president and vice president).
    • The distribution of these 31 members is like that not more that 21 members are from Lok Sabha and not more than 10 members are from Rajya Sabha.
    • Members are appointed by the speaker.
    • Membership of the members terminates along with their completion of tenure in their respective houses.
    • Member Convener, appointed by the president regulates the regular meetings of these forums.

Functions of Parliamentary Forums

Here we will be discussing functions performed by the parliamentary forums one by one

Parliamentary Forum on Water Conservation and Management

Functions of Parliamentary forum on water conservation and management  are-

  • identifying problems relating to water conservation
  • suggesting government with appropriate actions on water conservation.
  • to promote members of parliament for enhancing water conservation in their respective constituency.
  • to increase awareness about water conservation through seminars/ workshops.
  • to undertake tasks for water conservation.

Parliamentary Forum on Youth

Functions of Parliamentary forum on Youth are –

  • to strategize the capture the potential of human capital in youth for national development.
  • to increase awareness about the potential of the youth
  • to engage with the representatives of youth and develop better coherence
  • to suggest government the policies for youth empowerment.

Parliamentary Forum on Children

The functions of the parliamentary forum on children are –

  • to enhance awareness of parliamentarians about the children’s wellbeing
  • to provide ideas and views on expert practices with reference to children
  • to enable structured interactions with the bodies like UNICEF and other multi-lateral agencies
  • to undertake tasks relating with the betterment of the children.

Parliamentary Forum on Population and Public Health

The functions of the parliamentary forum on population and public health are –

  • to strategize for stabilisation of population
  • to discuss issues relating to public health
  • to increase public awareness about health and population control.
  • to coordinate structured interactions with national and international bodies like WHO, United Nation Population Fund and concerned agencies.

Parliamentary Forum on Global Warming and Climate Change

The functions of the parliamentary forum on Global Warming and Climate Change are –

  • to identify problems causing global warming
  • to make key recommendation for curbing climate change and global warming
  • to increase awareness about the new technologies for curbing climate change
  • co-ordinate with the experts for development of new technologies
  •  to increase awareness about the global warming and climate change through seminars and workshops
  • to increase involvement of parliamentarians in fight with climate change
  • to undertake tasks relating to solutions of global warming and climate change.

Parliamentary Forum on Disaster Management

Functions of Parliamentary forum on Disaster Management are –

  • to identify potential problems related to disaster management
  • to make suggestions to the government for reducing effects of disasters
  • to interact with national and international organizations working on disaster disaster management
  • to increase awareness about the causes and effects of disasters, and standard operating procedures for curbing the effects of disasters through seminars and workshops.
  • to undertake tasks to improve disaster management in India.

Parliamentary Forum on Artisans and Craftspeople

The functions of parliamentary forum on artisans and craftspeople are –

  • to identify factors affecting artisans and craftspeople
  • to promote traditional arts and crafts through different mediums
  • to provide platform to members of parliament to exchange their views on improving and promoting the art and artisans from different backgrounds
  • to facilitate interactions with the civil society and craftspeople
  • to interact in an organized manner with national and international organizations like KVIC and CAPART
  • to undertake any task which relates with promotion of art, artisans and craftspeople.

Parliamentary Forum on Millennium Development Goals

the functions of parliamentary forum on millennium development goals are –

  • to identify issues relating to millennium development goals
  • to facilitate organized interactions of parliamentarians with national and international bodies.
  • to analyze expert reports, studies, news and trend analysis for achieving the millennium developmental goals which include combatting HIV/AIDS, Malaria, promotion of gender equality, eradication of poverty and hunger.
