  • Union Government has prepared a comprehensive 60-point action plan, covering a range of developmental issues in our country.

 

 

PM Action Plan: Key points

  • A few days ago, our Prime Minister had conducted a marathon meeting with secretaries of all departments and ministries to prepare a 60-point action plan.
  • The 60-point action fall under broadly three categories
    • leveraging IT and technology for governance,
    • improving business climate, and
    • upgrading the civil services.

Action plan to improve business climate

  • Do away completely with certain permissions,
  • Reduce the cost of starting a business in 10 sectors and bring it on a par with Vietnam and Indonesia,
  • Ensure automatic notification of clearances,
  • Provide single-point access to all government services,
  • Give incentives to states for timely land acquisition and forest clearances,
  • New environmental laws in India: Develop one single environment Act that subsumes various laws in the sector,
  • Mentor platform for start-ups and skill programmes for emerging sectors.

Action plan for using IT for governance

  • Streamline disbursement of scholarships,
  • Bridge digital divide for underprivileged students by developing indigenous tablets and laptops, and
  • Digitisation of land records.
  • The Cabinet Secretary has told the secretaries to ensure that all schemes/ programmes of Government of India should have a digital component.
  • Birth certificate for citizenship: Birth certificates would be linked with citizenship.

Action plan on administrative front

  • Capacity building – training of officers on various aspects of infrastructure in both the Centre and states,
  • Expertise and exposure to latest technologies for higher civil services,
  • Performance-based working, clear and specific targets for ministries and departments similar to public sector undertakings,
  • Institutional mechanisms to address issues of states given their limited capacities, and
  • Restructuring of departments through government process re-engineering in every 10 years.

PM Action Plan: National Urban Digital Mission

  • It is being developed as a repository of all good initiatives undertaken by states or municipal bodies.
  • For example
  • Department of Sports has been asked to adopt the Odisha model for promotion of sports at a national level.
  • Department of Administrative Reforms and Public Grievances (DAR&PG) has been asked to organise all government circulars like the Reserve Bank of India’s Master Circulars.

PM Action Plan: Targets for institutions

  • Niti Aayog has been asked to target poverty eradication within five years.
  • Ministry of Housing and Urban Affairs has been asked to plan residential facilities for service staff engaged in construction to prevent formation of slums.
  • The PM action plan recommends using Aadhaar for bringing together beneficiary oriented schemes of different ministries.
  • A ‘family database design’ has been developed by the ministry of social justice and empowerment that may be promoted like Aadhaar.
  • Under the guidance of Cabinet Secretary, task forces were created on ‘Neighbourhood First’.
