Pradhan Mantri Rojgar Protsahan Yojana (PMRPY)
Key points
- PMRPY was announced in 2016 for the unorganised sector.
- PMRPY is being implemented by Ministry of Labour and Employment.
- PMRPY is implemented through Employees’ Provident Fund Organization (EPFO).
Salient Features
- Government of India is paying Employer’s full contributione., 12% towards Employees’ Provident Fund (EPF) and Employees’ Pension Scheme (EPS) for a period of three years.
- The benefits under PMRPY are available to the new employees through Employees’ Provident Fund Organisation (EPFO).
- The PM Rojgar Yojana online registration ended on 31st March 2019 which means the terminal date for registration of beneficiary through establishment was 31st March 2019.
- The beneficiaries registered upto 31st March, 2019 will continue to receive the benefits for 3 years from the date of registration under the scheme.
- The entire system is online and AADHAR based with no human interface in the implementation of the scheme.
Benefits of PMRPY
- PMRPY has a dual benefit:
- The employer is incentivised for increasing the employee base in the establishment through payment of EPF contribution of 12% of wage,
- A large number of workers find jobs in such establishments.
- Also, these workers have access to social security benefit through Provident Fund, Pension and Death Linked Insurance.
- It incentivises the employers to create new employment and also aims to bring informal workers to the formal workforce.
Aatmanirbhar Bharat RozgarYojana (ABRY)
Key points
- Aatmanirbhar Bharat Rozgar Yojana (ABRY) has been launched by Ministry of Labour and Employment to incentivize employers for creation of new employment along with social security benefits and restoration of loss of employment during COVID-19 pandemic.
- ABRY was launched in 2020 and the scheme period is 2020-2023.
- ABRY scheme is being implemented through the Employees’ Provident Fund Organisation (EPFO).
Salient features
- Government of India will pay both 12% employees’ contribution and 12% employers’ contribution i.e. 24% of wages towards EPF in respect of new employees in establishments employing upto 1000 employees for two years.
- Government of India will pay only employees’ share of EPF contributione., 12% of wages in respect of new employees in establishments employing more than 1000 employee for two years.
- Government will pay the subsidy for two years from the date of registration.
Eligibility
- An employee drawing monthly wage of less than Rs. 15000/- who was not working in any establishment registered with the Employees’ Provident Fund Organisation (EPFO) before 1st October, 2020 and did not have a Universal Account Number or EPF Member account number prior to 1stOctober 2020 will be eligible for the benefit,
- Any EPF member possessing Universal Account Number (UAN) drawing monthly wage of less than Rs. 15000/- who made exit from employment during Covid pandemic from 01.03.2020 to 30.09.2020 and did not join employment in any EPF covered establishment up to 30.09.2020 will also be eligible to avail benefit.
Role of EPFO
- EPFO will credit the contribution in Aadhaar seeded account of members in electronic manner.
- EPFO shall develop a software for the scheme and also develop a procedure which is transparent and accountable at their end.
- EPFO shall work out modality to ensure that there is no overlapping of benefits provided under ABRY with any other scheme implemented by EPFO.
