State Energy and Climate Index 2022 in News

• NITI Aayog has launched the State Energy & Climate Index-Round I on 11^thApril 2022 at an event chaired by Dr. Rajiv Kumar, Vice Chairman, NITI Aayog.
• The State Energy and Climate Index (SECI) Round-1 aims to rank states and UTs on six parameters.

State Energy and Climate Index 2022

• About: The State Energy and Climate Index (SECI) is the first index that aims to track the efforts made by States and UTs in the climate and energy sector.
  • These parameters have been devised keeping in mind India’s goals for climate change and clean energy transition.
• Parameters: There are six parameters on which States and UTs are going to be ranked in the State Energy and Climate Index (SECI) Round-1.
  • Discoms’ Performance
  • Access, Affordability and Reliability of Energy
  • Clean Energy Initiatives
  • Energy Efficiency Environmental Sustainability; and
  • New Initiatives.
• Ranking Categories: These parameters include a total of 27 indicators. Based on the outcome of SECI Round-1 scores, states and union territories have been categorized into three groups-
  • ‘Front Runners’,
  • ‘Achievers’, and
  • ‘Aspirants’.
• Categorization of States/UTs: The states have been categorized based on size and geographical differences as larger states, smaller states, and UTs.
  • State Energy and Climate Index 2022 is based on 2019–20 data.
• Significance: The State Energy and Climate Index (SECI) can be used by the states and UTs to benchmark their performance against their peers, analyze the potential challenges to develop better policy mechanisms, and efficiently manage their energy resources.
  • State Energy & Climate Index Round-I will help initiate a dialogue with the states on the energy sector so that much-required policy improvements can be made.

Performance of States/UTs In State Energy and Climate Index 2022

• Top Performers:
  • Among Larger States: Gujarat, Kerala, and Punjab have been ranked as the top three performers in the category of larger states.
  • Among Smaller States: Goa, emerged as the top-performing state in the smaller states category, followed by Tripura, and Manipur.
  • Among UTs: Chandigarh, Delhi, and Daman & Diu/Dadra & Nagar Haveli are the top performers.
• Bottom Performers:
  • Among Larger States: Jharkhand, Madhya Pradesh and Chhattisgarh were the bottom three States in the State Energy and Climate Index 2022.
  • Among Smaller States: Meghalaya, Nagaland, and Arunachal Pradesh were the bottom three States in the State Energy and Climate Index 2022.
  • Among UTs: Andaman and Nicobar, J&K and Lakshadweep were the bottom three UTs in the State Energy and Climate Index 2022.
